How to interpret filenames?

The filenames have what is clearly the date %m%d%y, but it is followed by 9 digits that I do not know how to interpret. It would be convenient if that told me the exact second of capture -- but the numbers do not seem to work out. What are those 9 digits?

I know I can get the creation time from exif, but I am also curious.
